而

to be expected 是个短语，完全正常的意思。。。

比如说，Death is expected in the end of life. 死亡是在生命结束时被期待的。
Death is to be expected in the end of life在生命结束时死亡是完全正常的。

前者应该是“预计某物”而后者应该更突出某物的可预计性。。
