4.这个题很简单。首先，“question”后的从句“lives in the neighbourhood”中，连接词应该作为从句中的主语，那么肯定是“who”。其次，理解句子含义，警察为了捉到逃跑的罪犯，要询问“任何一个”（注意，是任何一个）住在周围的人。那么，我们不能简单的选择“who”，因为它没有体现出“任何一个”的含义，这样，可以确定最佳答案是“whoever”。
ps：如果确定连接词与人有关，那么只需看在从句中连接词充当什么成分。
如果是主语，那么选择“who”
如果是宾语，那么选择“whom”
