全文分为四个部分：
第一部分是引言。对国内外行政伦理研究建设状况进行概述，对性善论与性恶论主张下的伦理建设路径进行对比，并以马克思主义“人性二重性’’引出了行政伦理要对人性有客观的认识，要以人和社会辩证统一为基础，并在此基础之上进行行政伦理建设。
第二部分在对“斯密问题”辩难之后，选取“公共人”作为我国行政人的人性假设，并说明了“公共人”的主要特征和该假设的合伦理性与现实性。认为“公共人＂下我国行政伦理建设要依靠行政制度伦理建设和道德自律建设双重维度，并阐明了两个维度的辩证关系。
第三部分是我国行政制度伦理建设的展开，对制度伦理的涵盖、阈限简要说明，分析了我国行政制度伦理的可能性、必要性和措施。
第四部分道德自律建设的思考，分析道德自律的意义，形成道德自律的渐进式发展进路是以行政职业道德为起点，以行政伦理人格的培养为追求目标。
