加拿大移民就是可以长期（永久）居住在加拿大的外国人 你的国籍是其他国家的 你的护照是其他国家的 你不可以参加选举 你也不能进入政府部门工作 政府部门包括那些政府的科学研究机构

Canadaian Citizen is that you are holding a Canadian Passport, your citizenship is Canadian, you are allowed to vote for the prime minister of canada on election days. while permanent resident is that you still have your original citizenship (e.g. if you are chinese, you still holding a chinese passport in canada) but you will have a green card allow you enter canada. permanent residents are not allowed to vote, that is the only difference between citizen and permanent resident. if you apply to immgrant, you would normally become permanent resident and after you stay in that country for a certain time, you are allowed to apply for citizenship.
