才看清楚,第一个句子不是宾语从句,是简单句,动词不定式作宾语,但是可以改成宾语从句:

They don't know what to do .
=They don't know what they should do .
(当主句和从句主语一致时,可以用"疑问词+动词不定式"代替WHAT引导的宾语从句.)
