原来确实是在3月4日(第一任总统乔治华盛顿于4月30日（1789）就职除外）.但是美国宪法第二十条修正案为了限制破脚鸭总统(lame-duck president)滥用职权, 所以把卸任时间提前到1月20日.所以从富兰克林罗斯福的第二任任期(1937)开始,总统在1月20日宣誓就职.

Inauguration Day was originally held every four years on March 4 except the first inauguration for George Washington, which was held on April 30, 1789. The ratification of the Twentieth Amendment to the United States Constitution changed the beginning of the President and Vice President's terms to noon on January 20th, beginning with Franklin Roosevelt's second term in 1937. This was done to shorten the lame duck term of the existing president.
