求问非限定性定语从句(修饰整句话)和状语从句的区别？

第二个as引导定从，实际是any biographer knows as，引出后面。
那第一个句子the economy picks up不可以是the economy picks up as作定从吗？
虽然好像看句意第一个做状语比较合理，可是我好像被介宾从句搞混乱了，pick up 后面不是也可以接宾语？

表示是：随着、当什么时候
而非限定性定语从句
as代替的是整个句子的意思。
