用are 有两件东西 不管每件东西是不是复数,只要有两件,就是用 are
没有存在就近原则
就近原则,举个例子给你吧
Neither the coach nor the players(plural) were pleased by the results of the game.
Neither the girls nor the "teacher"(singular) is willing to help.

and连接的,一般都是复数
除非and前后连接起来指的一个东西

这里orange的单复与are或is没有关系,不存在就近的问题

用and 连接的名词一般动词都用复数
只有一些特例
如
a knife and a fork is on the table.
这是属于特殊的词
刀叉通常都是连在一起说的,人们就把它当成单数了

the 是特指,当不可数名词特指(前面用the)时变为可数名词。
用and 连接的两个名词时,就近原则,所选与 and 后面的名词保持一致
