其实不用深究他们，两个词都说的通可以互用，学英语不是学数学，不要太追究这些细小的东西。

两者都表示否定的意思 。 must not 表示禁止，绝对不允许（任何情况下都不行！）。 shall not表示不允许(包含有建议的意思）。must not 比shall not 表示的感情色彩更强烈。根据语言环境，学生不允许用手机（特殊情况下应当可以），所以用shall 更合适。
