首先，这不是一句完整的话，and前后应该连接的是相同的成分，所以说
to secure the favor of overruling powers 和to ward off evil influences这两个to引导的短语做的是desire 的后置定语，然后in the desire babababa .....在句子中可能做的是状语，
所以可以翻译为，就是为了确保统治权力的利益，避免邪恶的影响。
overrule 有驳回的意思，也有支配的意思，在这里就翻译为统治
favor有利益的意思

现在完成时：The fears my parents has(1) had(2) for me, and that I has(3) had(4) for myself, have(5) both come to pass。
(2)(4)是上面的has 和 have的过去分词 (1)(3)(5)是完成时标志
过去完成时：The fears my parents had had for me, and that I had had for myself, had both come to pass。
第二句中把（1）（3）（5）再来个过去式，就是这句了。
