假如不去讨论用AND或是内容的逻辑，单单回答你坚持这样写的话，从文法结构的正确性： He has finished his homework and has turned on the puter. 因为两句的动词(动作不同)，而时间上虽然有前后，但由于可能没有因果关系，所以地写出两组动作也可以的，但时态就表达相同的话，则has finished和has turned都必是写的；唯有He是共通的主词，所以第一句重复He又写And便是重复(不是"正常"的英语复句写法)。 第三句的后半句and turned on the puter的动词变了是simple past tense [句子文法结构是：and He turned on the puter]，前后句的动词时态出现矛盾，文法和逻辑上都错。[意思是：他现在刚做完了功课接着他在过去曾把电脑开着过。] 以上只是从你的问题方式回答，并不表示你的句子在表达上"无错"。

while
when连接词表示前后句同时发生，惟本句句意不合逻辑 2.既然是过去的一个事实用简单句即可，He finished his homework and then turned on the puter. = He finished his homework. And He turned on the puter.= He finished his homework and turned the puter on. 3.为了强调先后顺序，发生在前用过去完成式，例如After he had finished his homework
he turned on the puter.
唔会咁用，通当用WHILE，不用AND。
做完功课是一件事的「结束」；而打开电脑是另一件事的「开始」。在逻辑上应是先后的关系：先做完功课，再打开电脑。两件事都发生在过去，有先后顺序，宜写成下面的状况： Having finished the homework
he opened the puter. 因为不是一起做的，所以不能用and来连结。此外，按句意open不能用表示发生在过去，而结果迄今有效的「现在完成式」。 He opened the door and then went out.（两个连着发生的行为，可以用and来连接）
